Problem with fan controller.

thermaltake link busted. You need to put the jumper on the fan so it will run at full speed and then connect the fan directly to the fan controller.

Seems about right.

Edit: to clarify, the controller itself isn't able to go below 6V, which is about half speed. Half speed for the fan is 1750RPM, and with variances in voltage and/or specs 1800rpm is about right.

Actually PWM fan controllers don't vary voltage, they vary power. RPMs aren't linear with voltage anyway. PWM controllers tend to have a hard time slowing down low power fans. In order to slow those Tt fans down to minimum, the controller would have to be able to cut power to less than one Watt. You'd really need something like the Sunbeam Rheobus linear fan controller to really slow them down.
