Problem with EVGA NF41 Mobo -- Keeps beeping on startup

I had this mobo for awhile now and from day 1 the southbridge fan was DOA. It didn't really affect my PC at all. After I made a new PC I decided to deconstruct my old one and put it back together in a new case for my Mom to have. Ever since I did that I am having problems. Every time I turn on my PC, I get the following beeps:

1 (When turned on) beep
1 beep
3 beeps
2 beeps

The mobo uses Phoenix BIOS and according to the same chart I have seen over several websites, it indiciates, apparently, Set in POST flag, whatever that means

Can someone enlighten me what's going on? I thought it was a memory prob at first because according to Crucial and the Belarc Advisor, my system only has 128 MB of RAM (64MB in 2 slots where the other slots are not full) even though under My Computer it says I have 2 gigs of RAM, which I do, 4 of them DDR400 at 512 each.

P.S. Also, my Mom complains it shuts down and my brother says there is some kind of overheating problem diagnosis on the screen. I haven't yet experienced it but I don't know what it could be as I have a huge fan in the back and a AC64 Freezer Pro on the CPU, with both still functioning.

Is there not a Debug Port on this board? Look at the lower right corner of the board and see if there's a red LCD readout that gives you a hexadecimal error code.
