Problem with ECS K7S5A and 1.4 T-Bird showing as 700 Mhz

You're probably in Fail-Safe mode (at 66 MHz CPU bus). Make sure you moved the "CMOS clear" jumper to "Normal", then visit BIOS setup, load optimal defaults, and save.
