Problem with CPU fan

I'm trying to figure out what's wrong with my CPU fan. I turn my computer on and it turns on with it, but right before it gets to the Windows loading screen, it stops and my mobo beeps a bunch. I then have the option of ignoring the problem and hitting F1 to start. Once I do this the fan starts back up, but only at its lowest speed. I was thinking it was the fan, but when I use my program to monitor its speed it gives me insane results like 17,000 rpm. Turning a knob on the back to adjust the speed only makes the led in the fan dim. What kind of problem is this? Fan or mobo? Any help is appreciated.
 
If the fan has an LED, then I may take a good guess that this isn't the stock cooling fan that comes with the processor.

What sort of fan is it? Is this a motherboard with the four-pin header-with-PWM for CPU_FAN, or the simpler three-pin header? And how did you connect the fan to it?

What is the voltage and amperage spec for the fan? And I assume this is a DC fan?
 
It's a Zalman CNPS7000B-Cu. It has a 3-pin power connector that I attached to the CPU_FAN plug on my mobo. I'm not sure about the other stuff. The Zalman page on it is here.
 
What mobo and is the cpu fan control in the bios set for pwm or voltage? Many bios give this option. That fan must be set for voltage or disable pwm.
 
The mobo is an ASUS A8N-Sli Premium. I'm not sure what you mean by the second part. I went into the bios and the only thing I saw showed the desired voltage and current voltage, which were all almost identical.
 
In your bios menu go to "Power" then disable the Q-Fan controller. This is meant for PWM fans, Read this if you want the tech, go here if you want to buy one. Your fan will work fine if you disable PWM.
 
Quickie fix - plug the CPU fan into the PSU directly with a 3 to 4 pin adapter, then turn off CPU fan warning in the BIOS. Fan stays at full speed and the mobo doesn't go crazy.
