Problem with Counter-Strike...

As of late, I have been having alot of trouble connection to any Counter-Strike servers out there. I have a Lucent 56k modem, a 1.1 TBird, with 256mb of RAM, on a FIC AZ11E mobo. When I try to connect, I can get all the way to Server ###, and then on the net_graph, the in speed plummets to 0.07 k/s, and the out freezes around 0.34 k/s. Then it says 'connection to server timed out', I quit back to the desktop, and the connection is dead (won't respond to anything). If anyone has any idea how to fix this, please help me out, this is REALLY frustrating, since it only connects 1/10th of the attempts.
