Problem with Compaq Deskpro, Help !!!

I have a P3 550 Compaq Deskpro Workstation that doesn't boot, powers up but no video?
The Power & HD Led Blink as soon as I put the power cable in, does that mean something?
I don't have the manual for the station and can't figure out the model (where could I find that?)

I cleared the bios, Tried with an alternate videocard, Changed RAM...

Thanks for any help !!!
