Problem with Biostar MB

Just put together another machine with a Biostar M7KL133. duron 700 - 128 megs crucial ram. Boots just fine but it will not detect either the HD or the CD rom in the BIOS. Here is what i have done. Thinking that maybe the HD bit the dust I dug out a new Maxtor 45 gig and a new CD rom, still would not detect the drives. Thinking the IDE ports were sour I installed a promise ATA 100 controller, still no detection although the promise card will detect the hard drive. Reset the CMOS-did not help-set the bios to boot from cd-got the no boot disk error. Set to boot from SCSI - still will not detect the drives. Booted with a 98 startup disk and it does not see the CD Rom. Driving me nuts!!! Is the BIOS maybe bad? I just tried setting to PnP OS and that did not help either. Really would like to get this going.HELP!!!!
