Problem with an old machine

I got an old AMD 700 Mhz on a MSI K7 Pro mobo. Since I can not turn it on and the power supply making funny noise, so I change the power supply. It is a brand new/working power supply. After I plug in the power supply and hit thr ON button, I can see the diagnostic led are green but i hear no noise from hdd and see nothing on screen. So I turn it off check all the cables and turn it on again. But those led turn red then green then off and I cannot start the machine at all.

What seems to be the problem? mobo? cpu?
Power supply is good and I test it on another machine.

1- Usually drive data cable on upside down or only on half the pins or shifted a pin or two (usu Floppy or Zip drives).
2- RAM, CPU or AGP video card not seated properly.
