problem with an IE plugin

We us terminal services threw IE to access a machine. When you first enter that machines IP address into IE you must be administrator so it can install two plugins. I think they are ActiveX plugins. They show up in Downloaded Program Files as Microsoft Terminal Services Control (redist) and CMClient Class. When you log off administrator and log on as a user it works, but the next day it no longer works. The plugin files are still there, but when you go to that machines address you will get TsAcAdvancedSettings is null or not an object if you have display a notification about every script error turned on. The only way to fix it is to log off and back on as administrator and go to that machine in IE again. It doesn't appear to reinstall it just work as it should. Then you when you log off and back on as a user it works again until the next day. What could be causing this and how can I fix it. This happens on mult. machines with mult. users. Other plugins work fine.
