problem with amd duron 800, high cpu usage

i have a amd duron 800 with a GIGABYTE GA7ZX-1 motherboard with 128 megs of ram. the problem i have is that my cpu usage is really high and i dont know why. when i have no programs running but only explorer and systray it says 87% of cpu usage when i check it. it goes up to around 95% even. i dont know if its soemhtign i have to change in the bios or what but i dont think its normal when its htis high and nothgin is running. i am runnin winme as the os. at my aunts house her 800 seems quicker than mine, i dont know if its soemthign to do with the high cpu usage or what
