i just recorded a small part on techtv and when there was movement either by the person or camera there where horizontal lines in the picture, any ideas
double click the speaker icon in the system tray, the "Master Volume" control will open>Options>Properties>click the radio button for "recording">make sure your input is in the "show the following volume controls">OK>Check the box under your input to select it for recording.What is meant by recording options. My brain is no longer working properly.

Try capturing a single field (example 320x240 NTSC) or enable deinterlacing in the MPEG presets in MMC. You can also deinterlace your capture during processing if you are going to re-encode, or leave it interlaced if you are going to view it at 480i via TV-out for instance.
Its in the video stream properties of the recording wizard (PVR>DVD preset>Map preset>Edit....>Next>Under "De-interlacing Options" pick "De-interlace" on the drop-down list.where is the deinterlacing option?
Once its deinterlaced...its deinterlaced. Editing MPEG in Premiere is painfull though.will that transfer over premiere
