Problem with a web host

I hope someone one out there can provide me with some feedback/answers :

The site I took over this year had 4 pages and some photos on it and an email order form on one of the pages. It is a small site. I never uploaded the old site to my PC, I wanted to just overwrite it.
I created a new site with 4 pages and some photos and the same email order form. I used the same names for my pages as the old site had. When I published my new stuff, I assumed that it would over write the old stuff. But, now when I go to the site, I can sometimes get the new pages, sometimes get the old pages, and sometimes I can get a combination of both. On occasion when I get a new page, the photos are not displayed and neither are the nav. buttons - I get the box with the red "x" in them (that says to me that the photo can't be found on the site). I have cleared the temp files from my browser but it does not help. I go to someone elses pc at work (I publish from home) and have them display the URL and they can get the old home page!
Monday, I had the host delete everything from the site. Then I republished. I can display the old pages at certain times! On occasion, I get the message "page not found" which make some sense since I had them delete all pages.
I asked them if they had multiple servers that the pages are on and why they don't synchronize the servers. They never answered me on that one. They are now blaming my home ISP for caching the pages and that is why I see the old stuff. Sounds kind of funny since here at work I get to the old pages. We are on a T1 line here, not using the ISP I use at home. The counter on the old home page keeps incrementing also! I publish 3 other sites to a different local host and I have NEVER seen any old pages on those sites. My changes are always there immediately! Anyone have any suggestions/comments - am I doing something wrong or does the problem lie with the host?
