Problem with a lite-on burner

My 52x24x52 lite-on burner can burn just fine, but it doesn't seem to be able to read CDs very well. It spins up, reads for a little bit, and then it tries to spin up again. It won't stay spinning it seems. Does anyone know why it could be doing this or how I would fix it?
 
try to install your ASPI layer, also maybe a new IDE cable, also check to make sure that your OS is up to date.
