Problem when trying to restart......argggggg-any help would be app.

with both my a7v133 and my a7m266 when i try to restart the systems hang,but when i chose shutdown it shutsdown fine.any ideas?
 
i did a clean instal of win98se.once the os was up i installed the amd 4.80
agp driver and then the via 3 in 1 drivers.then my video drivers etc.everything runs great except when i go to start/shutdown/restart.the system will begin to restart but hangs at the splash screen.if i chose shutdown it shutsdown fine.
 
I had a similar problem. Turned out to be the modem. Imagine that. Take out all your cards except the video and try it.
