Problem w/ my PC...fans on, but no beep and no display

The PC was working fine, but I had been noticing a high pitched whine from the PSU. One day it wouldn't start, so I replaced PSU. It will now start (most of the time) but there's no beeping and no display.

Could it be the PCI-E card - if so I'm looking for a really cheap one to troubleshoot with. Any other idears?

If whatever we try here doesn't work, I'm seriously considering scrapping the thing. Once upon a time I enjoyed working on computers and troubleshooting, but I just don't have time for that anymore. I'm thinking about moving to a laptop w/ a docking station and a large external HDD. I'm taking thoughts on that as well ;)

The high pitch wine may had come from the PSU. Chances are the PSU may have died on you or at least some part of it. In doing so it could have damaged the motherboard, CPU, RAM, Video card or all of the above. So unless you have parts availible to swap out you might be better off getting a new system like your thinking.
