problem using ICS (Internet connection sharing) from win me --ICQ

I have a cable connection shared by 2 pc using ICS, 1 as a host and the other as a client. When using ICQ, my friend can't send me a file (can't establish connection). It works the same for IRC -- though I can send files to my friend. My friend told me there is something to do with the port / firewall and he suggests me to us wingate, while my other friend, suggest me to enter the network setting manually (eg.dns/ip address) by lookin at the winipcfg, or could it be setting in the icq (preferences-firewall). Anyone could help me??? THX
 
Well my fix was to just go into the ICQ connection settings and change it to "Behind a firewall" and adjust the time out to 80. Worked for me.
 
See if your friend can ping your box.

Are you using a firewall package like Zone Alarm? If so, he will not be able to get to you. Shutdown the firewall while you are transfering the file and then bring it back up.
