Problem setting up Quake3 server with Win98SE ICS

My friends can't join my Quake3 server when ICS is enabled. When I disable it, they can join. What gives?

I have the ICS Configuration utility but there doesn't seem to be any port mapping files for Quake3, only Quake, and that's already installed and enabled.
