Problem setting up 2nd monitor

I am trying to run an S-Video cable from my ATI 9800 Pro to my TV. I have tried a couple different drivers, and different cables. Whenever I check on "Extend my Windows desktop..." and click apply or ok, the properties screen refreshes and shows the check box clear again. I think that my S-Video output may be bad, since I've used this before. Is there a Windows service that needs to be running for me to use this? Can I use another program to detect my TV? What do you think?
