Problem removing some spyware.

I removed a bunch of spyware using MS Anti-Spyware, Ad-Aware and Spybot. I also used Hijack This. The thing is, after say rebooting the computer MS Anti-Spyware catches IBIS and CWS trying to reinstall themselves. What causes this? I also use CCleaner to remove any and all temp files that exist on the computer.

So I was just wondering what exactly causes this to happen? I also delete whatever is in the prefetch.

What's the normal course of action when removing spyware?

I normally use the above mentioned programs. After they're done scanning I go ahead and use Hijack This to remove whatever entires there are that are known spyware infections. From there I usually reboot and then re-run the anti spyware programs once more.

Is my method a good one or a bad one? Can anyone tell me what I am doing wrong?

First off, every program should be closed when running the antispy apps. If that doesn't work you need to reboot into safemode and try it from there. For CWS use this:

For any other problematic spyware that you can't get rid of check out the symantec site and they have free spyware specific removal apps. Also, if you have a good antui-virus you can run that too to see if it gets rid of any of it.
