Problem regarding router configuration for WOL

Hi there! New to these forums.

I have a little problem. I need to configure my router in order to turn on my PC from the internet (not LAN!) remotely. My router is a Huawei HG8247H (provided by my ISP).

I can say that the BIOS and Windows are configured properly because I managed to turn in on from another computer on the same network.

The problem is that I just can`t get the router to work. Steps I`ve done so far:
1. Configured the port 9 to be open for 192.168.100.255
2. Set my PC`s MAC address to be bound to a static IP in the router.
3. In the ARP app I`ve bound the same IP to the same MAC address.

I will attach some pictures with router`s settings also. Hope you can help me. Thanks!

I`ve tried what those guys say, but to no good. It still doesn`t work. 🙁
