Problem powering up computer. Please HELP!

I recently purchased a 430w antec true power through ebay with the specs:
+3.3V @ 28.0A, +5V @ 36A, +5VSB @ 2.0A, +12V @ 20A, -5V @ 0.5A, -12V @ 1.0A
I plug everything in and when I turn it on either:
1)my system barely boots up -monitor works, video card + fan works, cpu fan works, fans attached to the motherboard don't work though.
2)my system shuts on and off repeatedly until I turn the power supply off from behind.

What could be the problem?
My specs:
Amd 64 3000
Abit Av8-n guru
PNY 6800gt
Kingston hyper x dual ddr400
Dvd rw drive and floppy drive.
Thermaltake tsunami with its stock fans.

I am thinking it probably is the power supply but I want to make sure before throwing out another $70.
