Problem on a student machine on a domain

Situation:
2 win2k machines running officeXP, both fully updated. My account (w/admin) works fine on both of them. I can browse the web, use office, everything. The student account (which is locked down...no right-clicking, no icons on the desktop, etc) works fine on the left computer, but it has issues on the right.
First of all, IE is slow. It will load the school homepage just fine, but if I try to go to google.com or others, it takes a LONG time before it even starts to load them. Second, office seems very hit-and-miss. Sometimes I can open word, and after a long time it actually opens. Other times it never opens, and whatever the situation, between the time I click on Word (or any other office app) and the time it opens, the taskbar will freeze. If Word fails to open, it will stay frozen, if word opens it works again. If I do anything foolish like pressing Ctrl-Alt-Del or clicking on the taskbar, it freezes for good and will not come back until I log out. When I do this, it asks me to end the program Sysfader.exe, and then logs out just fine.

The temp files have been cleared, the disk has been checked and defragged, and all updates are installed.

Any ideas?
