Problem: Maxtor Disk to Disk hard drive copy won't boot (hal.dll)

Trying to do a disk to disk copy using Maxtor software (MaxBlast3) from an existing 6 month old drive onto a larger new Maxtor. Reports successful copy, but when I set the Maxtor as primary drive I receive the following message at boot:

Windows could not start because the following file is missing or corrupt:
<Windows root>\system32\hal.dll.
Please re-install a copy of the above file.

Formatted and copied drive three times. Did some online research and found it may be related to the boot.ini file. Mine reads as follows:

This is a Compaq computer and came with "make your own restore" disks. I do not have a copy of XP install disk. Any help appreciated. Tried contacting Maxtor but, besides auto acknowledgement, have heard nothing back.
