Problem installing hardware

I just built a new system :
Soltek 75DVR2
AMD 1600
Sony CD/RW
Lite-on DVD
256M PC2100
IBM 60G HD
Windows XP

I have tried to add a sound card and a modem on the PCI slots and I just get an error message that there is a problem with the new hardware. I have tried all the slots, I have disabled the onboard audio in the BIOS, I keep getting the same result. The sound card I'm trying to install is a soundblaster live 5.1 and the modem is an actiontec. The only way I get any sound is to go back and enable the onboard sound. I can't connect a PCI modem. Any suggestions?😕
 
Probably an IRQ conflict. Are all your PCI slots full? Try to leave the one that's under the video card empty and stick the cards in the slots under that empty slot. Hope this helps.
