I just got a new hardrive, finished building new computer, im having problem formating the hardrive, it wont let me format it

i installed windows and i was getting a sound problem after i installed many things on it, i decided to format the hardrive, but now that I try to format it says something that it cannot make my request, is a SATA drive.
