Problem: EPOX MVP3C2 Won't Boot

After installing a video card upgrade (from Diamond PCI card to ATI Radeon 32DDR AGP) my system refuses to boot. Immediately upon power-up it enters shut down mode and just beeps with no progress made in the boot (nothing on the monitor). I reinstalled the old PCI card and still it won't boot. Do I need to clear the CMOS to flush out whatever happened? This is a Super 7 board with the VIA MVP3 chipset that is AGPx2 capable. Any suggestions on how to get up and running?
