From the Today page:

<< You can delete your history either by date in the private message area or by user by going into that users history. You will NOT lose any of your messages, you just cannot send any more until you clear out your history. >>

Do I have to export the PM's I want to save? I just deleted my history, and, contrary to what the quote says (seemingly), I cannot get them back. (It doesn't matter, though. I had no use for any of them.) I did not export any of them, so does that mean they are gone forever?

Yes, they are gone if you deleted them.

This actually refers to the 100 PM limit and the need to be under it before you can send any PM's. It's a tad misleading in that you can delete messages to get your total down under 100 and then send a PM. If you want to save PM's, the export is arguably the best way right now. Otherwise, you can work on "cleaning out" your history by deleting messages you no longer want (Wouldn't a "Delete" button on received PM's be great for this? ;) ) or doing a bulk delete by date.
