Problem connecting to a Win 8 machine

Have 2 8's on my home network along with several 7's and other non-pc devices. A couple months ago I was troubleshooting my internet connection and noticed that my modem had 2 upload channels locked in and the other two where permanently unused via timed out. I ended up cycling my router and modem.

Ever since then, when connecting to downstairs 8 pc from the upstairs one, I am unable to connect to it for at least 30 seconds and sometimes for 3-5 minutes. When I attempt to connect to it via file manager I get an error message about no connection established.

After the time delay noted above, I can connect fine, move files around etc... No problem instantly connecting to a win 7 machine or non-pc device.

What should I be looking at the allow instant access again the way it previously worked?

My first suspect would be Windows Firewall. When you powercycled the modem/router it may have detected it as a new network when it came back up and automatically put it in the much more restrictive "Public" network category instead of Home/Work.

All the pc have been power cycled and I dropped the problem computer from the network and then readded it.

can connect from the win 7 machine to either win 8, can connect from the downstairs win 8 to the other two, it's only the upstairs win8 connecting to the downstairs win 8 that takes a couple minutes to connect through file explorer.
