Problem booting Windows 2000

My friend gets this message:

STOP: INACESSIBLE_BOOT_DEVICE

when I boot windows. It has worked, but now it doesn't. He's using an ECS K7S5A motherboard with an Athlon 1.2 ghz. Incidentally, it also wasn't installing correctly running at 1.2 ghz, it would hang during setup, so he had to lower the clock speed to make it install correctly. He then increased the speed back to normal. Does anyone have any idea what this problem could be? He's going to try reinstalling in the meantime.
