Problem booting new ECS K7S5A...HELP!!!!!!

Friend just called who ordered the ECS K7S5A motherboard and can;t get it to boot...Here's what were looking at:


1.4 T-Bird...2 sticks of Crucial 256M DDR...a brand new 500W PS...Dragon Orb 3...etc...etc...


He said he turned it on for the first time and the Orb spun for a few seconds and then stopped...nothing else came on at all, he said...no beeps, no fan on the Geforce, etc, etc...like it has only a second of juice and that's all. He thought maybe it was a PS issue, so popped his old PS in and it did the same thing.

I was wondering if 1.) Does this M/B have the technology that cuts all power if the fan on the CPU stops? I know my KA-7 will cut all power the second the header senses that the fan isn;t spinning...if this is the case on this board, maybe a bad orb?

2.) He doesn't know what the "sis Fan" is for...just an extra fan header, as he had the dragon 3 in the "CPU FAN" slot...said not in the book and I can't see it from VA (he's in CO), so I have no idea

3.) anything you can think of that would cause this other than a bad MB?
