Bingo. Though I'd argue that compared to private police forces employed by communities of people to protect themselves from a government that is inept and useless as seen in Oakland, all highly centralized governments as a whole throughout human history are unequal and vastly greater mass murderers of innocent people whose only competition in history is organized religion itself in terms of body count.
