Privacy rights & a national smart ID card

I'm working on a speech for class, and thought I'd solicit some people's opinions on the oft-proposed national id cards. I'm looking for specific opinions regarding the legality of such a system and the potential flaws that could go with it, such as the potential ease of identity theft and the ability for anyone to track the habits of anyone.

Ideas?

National ID cards? Too easy to steal.

Leading to chips in the skin with the same info requiring matching fingerprints? Too easy to fake

Non-reprogrammable chips in the skin with the same info requiring matching fingerprints? Too easy to get new ones and initially program them.

Self-Destructing-if-removed, non-reprogrammable chips in the skin with the same info required matching fingerprints? Priceless. :D
