Is there any way to prioritize, or change the Human Interface Device (HID) polling rate within the OS for USB devices?

Using Windows 7 64

I've searched and came across the ngohq.com pages but i'm not sure what exactly has been changed. Seems in the reports/posts, that people were thinking they were changing their polling rate in their OS when it appears the USB device's polling rate itself only changed. I'm wondering if there is a way to prioritize the HID device interface VS the device itself.
