Printing problems caused by a W2K security problem.

I am setting up new W2k workstations and am having trouble with regular users printing from Word Perfect. I know it is a security permission problem. They can print from any other application to either a network or local printer. If I set them up as a power user, they can print from Word Perfect. I already changed the security permissions on the printers to give regular users full control. Didn't work. I tried sharing the printer. Didn't work. I have had this trouble before and just left the user as a power user, but I don't really want to do this for these. Any ideas?
 
Have you tried fiddling with the MMC (Microsoft Management Console). I would try using that. Can be run by typing "mmc /a" in a cmd window. Add a snap in called local policy and take a look at some of the printer policies and whatnot. might help, might not, worth a try. hope that helps.
