Printing Is Not Quite Right

Someone I know has a problem printing 8" x 10" images. The image comes out exactly 8" wide but is about 1/32" short of being 10" tall. It's short like this printing from different applications to his HP Deskjet 950C printer on his XP Home machine. Any idea what would cause this?
 
Print a test image that consists of fine a black-and-white grid pattern, to see whether the printer has linefeed precision problems. That's quite common with HP deskjets actually.
