What size/res do you make an image (say it's a scan of text on paper) if you want the recipient to be able to print it on 8.5 x 11 standard paper without having to modify it themselves ?

I have resized in PS in the past to fit that document size but the recipient says it prints out too big and gets cut off. I've never actually tried myself so thought someone here would know.

300 DPI for the size you want to print will make sure you sacrifice nothing. However, you can often get away with a DPI as little as 180 or 200. So for a 8.5x11 print, you multiply the DPI by the print size. We would get 2550x3300 for a 300DPI print at 8.5x11.

However, you can just resize the image ( do not resample) in Photoshop and if the user is using a size aware program to print, it should print at the correct size you specified. A lot of people try and print high DPI images from IE, which, b/c it converts everything to 72dpi, prints extremely large.
 
I wonder why the person doing the printing doesn't know how to change the print properties to fit the page. No editing is needed.

well the point is I wouldn't want them to have to deal with it. In some cases there's a lot of text and if it were resized by a "fit to page" setting, it would no longer be legible. I'd rather deal with it before I send it off to be sure they see every word.

I scanned at 150dpi (wanted to keep file size down too)... so if I kept it at less than 1275x1650, it would print no larger than 1 page ?

 
If I create a new image in photoshop and select 8.5 X 11 it shows pixels as 668 X 864 with a resolution of 78.5.

not sure if that helps you....
