We are setting up 4 PCs for public printing, each with their own color laser printer. These printers will be shared over a network. What we need to have is some sort of print quota manager. We want to be able to keep track of users' print history (who printed how many pages) We don't want to have someone print a 400 page book and use all the toner, etc.

Also, we would like to devise a way on keeping strict control on the public PC. We want to implement some sort of user account/logon that keeps permissions on what certain users can do. I can easily do this in XP Pro, but we are using XP home on these machines (that's what they shipped with, DOH!). Can I lock down the machines to say, disable control panel for certain users, only allow access to internet explorer, and so forth?

I found a few software solutions that ran >$1k, and a few printer managers that were ~$300. We'd like to keep this as cheap as possible. Free if we could. Thanks for the help.
