Printer Issues - Laserjet

Here at work, we have an HP LaserJet 1300 PS. It recently started to print color 'highlights', or rather blue gradiant-type overlay ink streaks vertically on photos and color prints -- mainly blue, other times other colors, such as pinkish, redish, and anything else it decides is appropriate to make our photos come out looking like they had a fun day in the rain. The current technician working on the printer said that "sylicone oil leaked into the developer " causing it to, well, need an extreme overhaul -- they brought in what seems to be everything but the electronics board(s) and the asthetically unpleasing outer remnants of the bulky system itself. Can someone let me know if they are:
a) Ripping the living organs out of this company and possibly using the now-spare printer parts for their own gain.
b) honestly saying it is broken and needs all of these parts.
or
c) trying to fill time in the day and increase profits by strangling small companies much like the FORD Motor Group's vehicle warranty repair shops.

Any feedback is helpful -- right now I have a huge box next to me that says "Photo Conductor Unit" which, in english, means "@ó-àû\¹ðÆÎÕ?Êzº?Q¸" to me. I just know it comes in a big box and looks expensive.
