From the spec sheet I see this:

AMD Ryzen™/7th Generation A-series/Athlon™ Processors :

4 x USB 3.1 Gen 1 port(s) (4 at back panel, blue, Type-A)
AMD X370 chipset :
1 x USB 3.1 front panel connector port(s)
AMD X370 chipset :
4 x USB 3.1 Gen 1 port(s) (2 at back panel, blue, Type-A + USB Type-CTM, 2 at mid-board)
AMD X370 chipset :
4 x USB 2.0 port(s) (4 at mid-board)
ASMedia® USB 3.1 controller :
2 x USB 3.1 Gen 2 port(s) (2 at back panel, teal blue, Type-A)

But in the ad graphics I see 2 x USB 3.1 and 2 x USB 3.0, which is accurate? Why does it have all these different subsections? i.e. chipset vs processor etc.? Looking at this link: https://www.asus.com/us/Motherboards/PRIME-X370-PRO/specifications/

In addition, can the integrated Radeon R onboard graphics support 2 x 1080p monitors at 60Hz? I want to put together the basic system first and get a video card later, until then use the integrated graphics but I just wanted to know what the capabilities are...

There is no Ryzen with APU in it...yet. So, right now, you need a dedicated gfx card to get any video output.

It has both USB 3 (via chipset) & USB 3.1 via the realtek chip.
