Primary/Secondary Monitor and Non-Windowed apps.

I have two nVidia 7950 GTs in non-SLI mode. I have a 19" LCD in the first card and a 22" wide screen in the second card. I want to keep my windows default desktop on my 19" and be able to run movies and games in full screen non-windowed mode on the 22" wide. Movies and games will default to maximized mode only on the 19" because Windows just defaults to the first card. Is there a way around this? It actually used to display maximized movies and games on the 22" (just the way I'd like it to) but somehow has changed.
