My Primary IDE Channels are running in PIO mode and I cannot switch them to DMA. I go under Device Manager to make the switch and reboot but the change is not saved and it reverts back to PIO. My hard disk access is extremely slow and it really bogs down my computer, any suggestions?

Windows drops them into PIO mode when it detects too many errors.

This is probably what happened.

Uninstall the controllers and allow windows to redetect and reinstall them.

This will reset the error counters and give you DMA modes again.

There is also a reg hack for this.

If it keeps happening, then you need to check into possible causes for the errors such as bad cables.
