A Kodak DX3250 (1.3mp) $190, costs more than a Kodak DX3500 (2.2mp) $188

Can someone shed some light on this?
 
I think you mean DX3215

The DX3215 has 2x Optical Zoom.
The DX3500 does not.

KODAK DX3215 Zoom Digital Camera 1.3 + zoom

KODAK DX3600 Zoom Digital Camera 2.2 + zoom
KODAK DX3700 Digital Camera 3.1 no zoom
