Previous OC not working

I was previously overclocked to 3.6 with an E8400 paired with 4gb (2x2) of A-Data Vitesta DDR2-800. I took it off because I thought it was making firefox buttons appear corrupted.

Anyway, because I think I solved the firefox issue I went to re-establish my OC today at the following settings:

-RAM voltage: 2.0V
-CPU voltage: 1.3V
-CPU Clock Ratio: 9 X
-Target CPU Core Speed: 3600 MHz
-CPU Clock: 400MHz
-CPU Clock vs Memory Speed: 1:2
-System Memory Speed: 800 MHz

And it doesn't boot. I don't remember what I did to get it to work last time but this time it's not flying. I am also using the same Foxconn mars as last time, which I bought because I heard it was an outstanding overclocker.

Here's a strange issue, when the motherboard resets itself after the failed OC it says that the default CPU voltage is 1.225, but the current voltage is 1.208. What might be going on here? Thanks for any continued help.
 
Well for one I think you want the memory speed to be 1:1. A 1:1 ratio @ 400 FSB gives you 800mhz on the ram. The ram is Double Data Rate.
