Voltage has never been adjustable via software except for a few cards via a bios flash (speaking of the last 2 or 3 generations, I'm not familiar with 5*** series and older), and that was generally just a small bump (~.1V). Hard mods have been needed to physically bypass the resistors. From everything I've read, software voltage adjustments aren't possible on recent Nvidia cards but someone correct me if I'm wrong.
I do like the new CP though, especially the monitoring graph at the end of page 1.
