Preview & Help will not work here. Please help!!!

I can't seem to get Preview and Help to work. I am using W98SE. It worked fine with W95B. When I click preview it puts dashes on the button but will not work. When I click help it does not open, the same if I try to open it in another window it, the new window is blank.
I have looked at my settings in Netscape and I don't see anything there.

Please help!!
