We need some form of neighborhood watch were the government patrols things in highly accessed areas as airports, football stadiums etc.
As to paying the guy($15/hour) that tosses luggage into planes on the tarmac of airports right before the plane takes off leaves too many loopholes for future problems or the guy that serves concession for minimum wage at sporting events.
Terrorists seem to go for big places and since airports will be tight on security, sporting events seem the most likely place to strike next since the standards are seldom tight.
