Prevent certain MAC's from accessing network

We have an issue where some people like to bring in their own systems, and take a network cable from our computers and plug in theirs. I sometimes see strange computers in my DHCP server. What I tried once, was create a reservation where a specific MAC would get an IP of 172.25.200.0, and would then have no network access (good enough to block these users). I can only do one of these however. Is there a different way to block certain computers? or unauthorized comps?

Best way is 802.1x if your switches support it. Otherwise mac address security features of your switches. Most managed switches have the ability to shut down the port if they see a different MAC address. At which point you could send security to that persons desk and tell them if they do that again they will be fired.
