I'd imagine it's just a still, I'd think it would take a massive amount of processing power to churn out a video. That picture is almost completely indiscernible from a real one. The only thing that looks off is like around the eyes, like where the lower eyelid meets the eye. Even so, if I didn't know any better I would definitely believe it was a real picture.
