Pressure Vault Adjustment?

My Thermalright HR0-2 Macho arrived today. I tried Google but no luck. Can someone please explain in an easy to understand terms what the below means? It almost sounds like a torque wrench. But this is a PC and not a car. 😉 So when mounting a heat sink, how is this 40-70 pounds of pressure applied and measured?

"This is possible because, our installation hardware allows the end-user to adjust pressure via the "Pressure Vault Bracket". Adjustments can be made from 40-70 lbs of pressure to fit any CPU IHS for the best possible CPU contact."
 
No where, not even looking at pictures and reviews, can I see that the HR-02 has the Pressure Vault Bracket.

The Thermalright Venom X Black DOES have the Pressure Vault bracket. It basically has an adjustable bolt between the mounting bracket and the CPU cooler base. Torquing the bolt after installation increases the pressure on the CPU up to 70 pounds, with no torquing putting 40 pounds of pressure on the CPU.
