Its a Troy Bilt 020293 and it uses the briggs and stratton 675 series motor.

Now in the manual it says

Change oil while engine is still warm from running, as
follows:
1. Drain fuel tank by running pressure washer until fuel
tank is empty.
2. Disconnect spark plug wire and keep it away from
spark plug.
3. Clean area around oil fill, remove oil fill cap/dipstick.
Wipe dipstick clean.
4. Tip your pressure washer to drain oil from oil fill into a
suitable container making sure you tip your unit away
from spark plug. When crankcase is empty, return
pressure washer to upright position.
5. Slowly pour recommended oil (about 20 oz. (0.6 l)) into
oil fill opening. Pause to permit oil to settle. Fill to
“Full” mark on dipstick.
6. Wipe dipstick clean each time oil level is checked. DO
NOT overfill.
7. Replace and tighten dipstick.
8. Wipe up any remaining oil.
9. Reconnect spark plug wire to spark plug.
When it says Tip the pressure washer is it talking about flipping it? There is no drain plug or something?

There is some gas in it, And we got some gas thats like 2 years old but it still works. As long as it works its fine right or should I buy some thing to put into the container?

It's talking about leaning it over so that the most amount of the old oil will come out. And yes, it's obviously saying "to drain oil from OIL FILL." Which means, it's coming out of the same place you put oil in as well as the same hole the dipstick is in.

^ lol the Oil has been in there for 2 years, no one has done any maintinace on it. So since I found that out I went ahead and changed it with some of the left over oil from my car so now thats all good. The old Gas still runs fine so I think I am ok with that actually.

Leftover oil from your car? Have you checked to see if the oil specified for the pressure washer engine is the same as your car? That might not be a good idea if it's not.

And 2 year old gas I would drain and refill as well.

Yes it uses 5W-30 same as my car listed in the manual I checked. Well I had to warm up the pressure washer so there was some gas in there from when it was used a few months ago and it turned on easily. There was about a gallon or less in the container so I just went and put 3 gallons in there of new fuel so it should be ok its going to be used for many hours tomorrow so I wanted to make sure the oil was changed at least.

2 year old oil still shouldn't come out milky, just oily.

Sounds like the oil fill cap wasn't tightly fastened down because you got water into your oil.
